Republicans and Democrats agree on one thing; passing a $109 Billion transportation bill to stimulate the American economy. The problem with a bill that is guaranteed to pass is that it attracts a number of piggyback demands, like the one to remove the President from any decision-making process having to do with the Keystone pipeline. I’m not a great student of American constitutional law, but can they even do that with a bill? The Senate overturned that rider, as well as another that tried to shut down new emissions regulations on boilers, the second most prevalent source of toxic mercury.
